Enterprise and Thrifty don't require credit cards, but I'm not sure what their deposit policy is. My brother rented from Enterprise with a debit card without any problem. I think I remember Thrifty requiring a cash deposit. I'm not sure how convenient Enterprise is since they don't focus on travelers.
