In a related question, is Hector supposed to be older than Jeremy?
As in, old enough that he can be a licensed driver?  The creators
of this strip have asserted that Jeremy will always and forever be
15, so isn't an older, licensed Hector their only hope of doing
any-damn-thing with the van?

Jeremey seems to cycle between being a teen yearning to drive, a
permiteer learning to drive, and a newly-licensed driver every few
years.

I don't recall him ever having a license.
