They really should immediately report to an approved shelter. It's
terribly dangerous to stay in a dark place, even with flashlights and
closed candles. You could trip over something and seriously hurt
yourself, or you could be attacked by someone using the darkness as a
cover.

And it's too dangerous to go to the shelter by personal vehicle. Many
accidents are caused by amateurs driving automobiles. Call the police
and ask for a ride. They'll be reluctant, but tell them you feel your
only alternative is to light an open candle. That should convince them
that you're in real danger!
