The original photo was taken in 1963, and the person JFK
shakes hands with in the original was none other than
a 16-year old Bill Clinton. You can see it here:

Clinton published this photo during his run for the 1992 election,
presumably in an attempt to link himself to JFK in the public
mind. Telneas has replaced Clinton with Obama.
