Let me get this straight: You think it's a BAD idea for an agency to
prepare for the worst possible situation?
*Absolutely yes. As a perfect example, the worst possible situation
is that there are both nuclear warheads and ICBMs in North Korea,
Iran, Iraq, Bolivia, Cuba, Venezuela, Iceland, Japan, and every
country in between, and that the proper way to react is to neutralize
those threats to us before they destroy us.
Getting to a more realistic example, the best "preparation for the
worst possible situation" would be to ban future construction on, and
systematically buy out and depopulate, large swaths of American
coastline--the entire Outer Banks of North Carolina, most of Florida's
developed coastline, all of New Orleans/Galveston/Mobile/etc. A
slightly more possible action would be to ban any insurance on these
properties, ban any rescue efforts and federal disaster funding for
these properties, and ban rebuilding after storm damage.
Furthermore, we should mandate that any construction on those fire-
vulnerable California hillsides be of fireproof concrete bunker
construction. Hell with that, let's mandate sprinklers in EVERY
American house. Oh, and a tornado bunker/shelter, too. And fire and
storm insurance.
Okay, back to reality now;
I challenge you to tell me exactly WHAT any federal state or local
agency should do in response to a prediction that there would be more/
stronger hurricanes striking North America. Get specific. Exactly
what preparations should be made that they shouldn't already have
instigated? More FEMA trailers? Fireboats to fight building fires in
a flood? A bus for every 47 people in the USA, plus a place to park
it? Stockpiles of plywood to cover windows, and a place to store it
pending free distribution?
Now, remember that most--indeed all--of the possible changes cost
money. Where are you going to get this money? Some of them even
involve long-term overhead costs. Who bears that?
Whether you like it or not, compromises and "gambles" are made every
last damn day. Perfect safety and security is just impossible. There
is damn well a "price" on human life.
Go ahead. Tell me. Suppose NOAA says we're gonna get hit by 17 major
storms this year. Exactly what do we do? Evacuate and abandon
Florida?
Now, supposing that then none of these storms hit. Where do we go for
a refund?
I'm sorry, but anyone claiming that the NOAA makes those storm
predictions so agencies can plan better is in Delusional La-La Land.
