No, he only ordered 3,000 killed. The Lord killed many others with a
plague. (Interestingly, they were being punished for violating a
Commandment they hadn't received yet.)

No, he did not. He siaid, "Whoever is for the Lord come here." And
those who chose to oppose the God of Israel declared themselves the
enemy. He did not "order 3,000 killed."

Your edition of Shemot seems to be missing a few verses from Chapter 32.

25 And when Moses saw that the people were broken loose--for Aaron had
let them loose for a derision among their enemies--

26 then Moses stood in the gate of the camp, and said: 'Whoso is on
HaShem'S side, let him come unto me.' And all the sons of Levi gathered
themselves together unto him.

27 And he said unto them: 'Thus saith HaShem, the G-d of Israel: Put ye
every man his sword upon his thigh, and go to and fro from gate to gate
throughout the camp, and slay every man his brother, and every man his
companion, and every man his neighbour.'

28 And the sons of Levi did according to the word of Moses; and there
fell of the people that day about three thousand men.
