But that was always true. Given a paper copy and a scanner one could
easily do the same. The PDF step makes it harder to do not
impossible. Sending a MS office file with the signature attached just
makes it too easy for anyone to alter what was signed.

Yeah, that's my thinking. I'm not dealing with MS-literate colleagues...
they were amazed at the idea of attaching a signature to a Word doc and I
had to explain how I did it. Sending them the files in PDF assures that
they wouldn't know how to misuse it. On the other hand, I don't have
reason to mistrust the guys I know who need help creating complex
documents; it's the unknowns who might for one reason or another gain
access to those documents that I have to worry about. So I guess it comes
back to, anybody who (a) could get hold of these docs I send my
supervisors and (2) knows how to paste scanned signatures into their own
docs wouldn't have any more trouble with a .PDF than they would with a .DOC
or .XLS file.
