There are several ways to forward a request for a url to a second
site. The simplest way is to set a redirect in the http headers, as
has been pointed out.

What your host is doing is a redirect by frameset, sometimes called
"url cloaking." They make a frameset with a single frame that contains
the page crimeweek.com/cidu/cidu.html. Some people like this way
because the address bar of your browser shows the location of the
external frameset as the url (i.e., comicsidontunderstand.com in your
case), but there are several problems. Every page in the site will
show the same url, and users won't be able to bookmark individual
pages in your site. More seriously, search engines will have trouble
indexing your site, unless a some useful <noscript> information is
given.
