I took this one to mean "We are creating a lot of fucked-up kids,
folks. And they are going to come back and live among us and they are
not going to be able to just put all that behind them and have normal
relationships". Presented, of course, with Rall's usual frothing
hyperbole.

I personally don't take that to be the fault of the fucked-up kids. In
fact, it can be interpreted as a plea to stop putting kids in
situations where they end up traumatized and messed up. (Say, giving
them orders to beat and/or torture prisioners, for example. Or
repeatedly putting them in situations where they find themselves
killing civilians.)

But if that was Rall's point, apparently nobody else got it.
