After S.I. #3 it's pretty obvious she, the Skrull Empress, knew
everyting from the start. I tend to believe she replaced the real
Jessica shortly after her appearance in Alias where the real one was
still having power problems. Also explains why Wolverine, a former
lover, has had such mistrust of her. Hmmm. Was that a glint of green in
Tony's eyes? The cop-out for Cival War. It would be nice if Jessica
Jones from the ship is the real one. Though why the Skrulls would bother
one way or the other with such a minor heroine. She can fly and has
what? 5 ton strength? Maybe less. With heavy hitters like Thor, Pheonix,
and some of the others on the Skrull ship, she seemed out of place.

In situations like this a straight line is not always the shortest path.

Using a less powerful hero that may be able to get more done behind the
scenes with less suspicion to set-up the big play "could" be the theory
here.  Not saying that it is a good one, just a viable explanation of sorts.

Replacing the really big guns would draw too much attention way too
fast. Smaller heroes works better plus it not about the heroes power
its more about connections. If a Spider-Woman can infiltrate Shield
and the Avengers stay with the bigger players why risk using a Cap
whose more likely to be noticed if somethings wrong.
