How did this really work? I can't imagine that the Canadian guvmint put
out ads saying, "Come to Canada - sidestep US laws" or even say things
that indicated that they wanted folks who were going to, to do so. I can
see more that they said that they weren't going to extradite nor help
the US find draft-dodgers, which it had no obligation to do so.

Has any other foreign government denounced the Superhero Registrarion Act as a violation of individual
rights or proposed a UN resolution condemning the actions of the US
government ?

Technically, other nations can continue to pound sand as to what they
consider to be violations of US civil rights. Just like we can pound
sand when we complain about other nations violations.
