Not in most states. The "Good Samaritan" laws were passed precisely
to prevent that.


No, they were drafted to prevent regular people with no special medical
training to avoid lawsuits for breaking ribs or something trying to revive
someone with CPR. Doctors are exempt from such protection because it would
strip a level of accountability away in the ER. Most people WOULDN'T sue
over it, and most doctors would take the risk.... but most people don't have
that come up in their lives.


If a police officer is at a
bank outside his juristiction and stops a robbery, there's all kinds of
problems that wouldn't result from anyone else in the bank were to do
exactly the same things.

But a "retired" superhuman has no such special authority.

I have no idea how you mean 'retired' or 'authority' as it related to my
statement....

The average citizen is free to act. The police officer is only free to act
if within his juritiction.
