The problem here is that Hank still gave the codes to the invaders. I
can't see how he could be forgiven for that one. The Hulk was executed
(well, they tried) for less. IIRC, he only killed 50 people. I'd wager
more died here.

What codes? At least that they couldn't get from the Black Widow (whose
betrayal also negates the need to capture and torture Hawkeye)? On the
other hand, I now recall that the traitor supposedly visited Hank, which'd
be problematic in that no one seemed to suspect Natasha prior to this. But
I believe the scene was set up such that it could've been Loki as well.

No. It was meant to be Natasha all along. We were played along as if it
could have been Wasp for a bit. (Her bistro talk with Hank being watched,
etc.)

The speech over the cup of coffee was definitely a woman. And when Clint
reacted before he was shot, it was definitely to Natasha -- although he
hasn't said or thought anything in that direction since we've seen him
awake.
