As I can tell, that (perhaps with an Ultraverse addendum) is still this group's charter and it does not prohibit binary posts. Since the moderated groups in the rec.arts.comics hierarchy deemed it necessary to explicitly prohibit binaries -- and even then, only *large* binaries -- the group's mere hierarchical location cannot prohibit binary posts. No one can check a FAQ for guidance on posting binaries to racmu, since it hasn't been posted for more than four years, isn't available from the expected websites, and would be terribly out of date. (The last update doesn't appear to even mention binaries.)

It's common Usenet practice for it to work the other way around i.e. if a groups name or FAQ doesn't specifically state that you can post Binaries then you can't. In fact some groups with 'binaries' in their name still don't allow binaries oddly so even that isn't a guarantee it should be done.
