It wasn't specified that the skin was tougher than normal skin... only that if the metabolism changed overnight and he lost all that weight, the extra skin would be expected and actually rather alert on the writer's part.
Yeah, that's my big issue - Beak is the big counter argument to that. Beak and everyone like him, that is. Presumably Beak transformed at puberty, and yet when he's demutanted he's got a perfectly normal human body, a full head of hair and everything - if Blob's example was the one to hold, he should have had weird facial folds from excess skin when his skull went back to normal but the skin didn't, and be mostly bald except perhaps for a tiny tufy of hair at the top. Likewise, almost any obvious mutant with no powers would still be obviously mutated (just no longer a mutant)... if their power is to 'grow horns', the horns themselves probably aren't mutant, so if reverted to normal, they should still have horns - just not grow them any more (or, if not, have big gaps in the skin of their head where the horns once came out).
