I always thought he could fly too but it was always depicted as being
close to the ground. I don't recall recall him cruising at higher
altitudes. Something like Quicksilver could do. As a fighting
tactical ability I don't see any advantage in it.


JQ was dismantling Japanese Zeroes hundreds (and possibly thousands) of
feet in the air in ASSq, so his primary post-Golden-Age handler, at
least, thought he could truly fly.
