How did the machinations of "Wiley Dalbert" change Batman-related
history,

I think it had something to do with his time machine working, and
so
he was able to hand a check to Thomas Wayne in the past, which
caused him to not take Bruce to the movies.

and what was changed, exactly?

Thomas and Martha Wayne not shot by Joe Chill, Bruce doesn't
swear to
avenge them and wage war on crime. No Batman.

And for what reason is (or
was) Booster going to dress up as Batman at some point in history
going to help in any way?

Sorry, Rip didn't drop off this month's issue yet.

And didn't Rip say that it was impossible to
change the past unless something special was done?

I think the idea, so far, has been something like it's impossible
to make History better, or that somehow only villains can fool
with the time stream, and even then not lastingly. So while Per
Degaton can prevent the JSA from being born, and then somehow
everything's okay again anyway, Superman learns Krypton exploded
because he went back in time and tried to stop it.

More like that there are certain events around which time has
"hardened" (for reasons which haven't quite been explained),
meaning they can't be altered without creating massive damage to
reality (the Beetle arc) or to the time traveler seeking to change
them (the Killing Joke issue). Everything else is up for grabs
(Booster's sister, Guy Gardner, et al).

nothing to add really.
except that the last line here made me laugh.

That *is* a scary thought, isn't it?

That'd be "Gal" Gardner...
