I think the idea, so far, has been something like it's impossible to
make History better, or that somehow only villains can fool with the
time stream, and even then not lastingly. So while Per Degaton can
prevent the JSA from being born, and then somehow everything's okay
again anyway, Superman learns Krypton exploded because he went back in
time and tried to stop it.



More like that there are certain events around which time has "hardened"
(for reasons which haven't quite been explained), meaning they can't be
altered without creating massive damage to reality (the Beetle arc) or to
the time traveler seeking to change them (the Killing Joke issue).
Everything else is up for grabs (Booster's sister, Guy Gardner, et al).
