Based on the text, it apparently shows Batgirl as a member
of a team of "anti-Titans" assembled by Deathstroke. Other
members apparently include Kid Crusader (should I have
heard of him?), Joker's Daughter (possibly Duella?), Sun
Girl (Inferno??) and Match (the anti-Superboy from the
Agenda, now looking like Bizarro).

A bit more research has turned up that Inertia (the Reverse
Impulse) and Risk (from Jurgens' Titans) are also members. And
that is Cass in the bat-suit, apparently.
