Actually, IC #4 throws a pretty big hint that way, as Batman tells
Nightwing he's the key to gathering everyone.  So, it's the original
Teen Titan who seems to be the lynchpin.


In that Titans' issue, it suggested that it had something to do with the new Titans (Robin, Superboy, Raven, Wondergirl, etc) that played the role in ending the crisis and it also led to them becoming evil (due to so many heroes' deaths)
