I think it also failed because frankly you can't tell the reader what they
want without compromising somewhere if you're dependent on sales. DC was
trying to do what a novelist or movie director/writer can do - dictate
terms from the centre. It's actually a much more commercial enterprise
than that and needed to behave like one and accept market forces - so no,
you couldn't be radical with Superman and Batman, for example.
