Not quite on that one, he would be able to tell if it was a conscinous lie,
but wouldn't be much use if someone believed what they were saying
regardless of it's veracity.

These aren't linked to communication, so I doubt it.

Umm, no, neither of those are patterns of predictable communication, if
anything they are the things that his power could NOT work with as they are
genuinely random.

This was hinted at in the Warlock series, where Warlock using Doug's powers
read a complex physics formulae and comprehended the cosmological principles
behind it. That was the one and only time we saw that side of things, and we
never saw Doug do it.

Again, not really as these aren't communication based.
There was also the never explored concept that Doug could understand the
language, but not necessarily the context, so whilst he'd be able to
translate a joke in Japanese that depended upon Japanese cultural awareness,
but might not find it funny.
As you say though...such wasted potential....
