Assuming he has that sort of control over his heat vision, he'd still need a surgeon to open the patient up so he could zap the cancerous cells. And while it would (or at least SHOULD) take care of the cancerous cells currently in the body, there's no guarantee that the patient wouldn't again develop cancer.

Since when does logic stop people from passing laws (or ordinances, for the pedants out there)?
True. The language expressed just seemed a little too over the top especially as it's using people 24/7 without rest.
