Well, Earth churns out meta-humans with all sorts of unique powers with such regularity that it has the potential to become a galactic power. Most other alien planets didn't have so-called "metas" - their powers, if any, either derived from their science, or were common-place to their planets' inhabitants. For example, all Tamaraneans can fly - but K'oriandr, K'omandr (who cannot fly) and R'yandr have their starburst powers from experiments conducted by the Psions. The Thanagarians have no super-powers to speak of - they can fly mostly because of their science and their use of the Nth metal. Ditto the Dominators - science. Ditto the Khunds - Klingon-like warrior race with stamina and strength - no "super-powered" Khunds as far as I know. And Daaxamites didn't even know they had powers under a yellow sun until they arrive on Earth with the invading alien armada - and proceeded to pound Superman to a pulp once they realised they had these wonderful powers under Earth's sun - until they began to drop one by one due to lead poisoning. The inhabitants of various United Planets worlds in the 30th-century had unique powers because Lar Gand/Valor/Mon-el seeded those worlds with the invaders' human prisoners whose metagenes had been triggered by their scientific experiments.
