They did not voluntary impose or endure any limitations of power. They
were forbidden to reveal themselves in forms of majesty or power and
they were forbidden to rule Elves or Men. Saruman clearly violated the
second restriction when he became the lord du jour over the
Dunlendings.
The fact that they had to don flesh did limit their power, in the sense
that their wisdom and knowledge was dimmed and they were confused by
their vessel bodies.

of Elves and Men. But this would imperil them, dimming their wisdom

The spirits of the Istari were not diminished in any way, in terms of
their capabilities as Istari. Tolkien indicates that their mannish
bodies experienced some limitations -- but they were clearly not
"mortal" and they were capable of exercising great power, as Gandalf's
11-day battle with the Balrog of Moria demonstrates.
True, but they were still not their full Maian selves, so they were,
essentially, somewhat diminished. Their bodies were mortal, their
spirits were not (hence Gandalf's reincarnation). This may all be
semantics anyway...
