Contacting an Artist

What is the best way to contact an artist? I had planned on getting
some work done a few years back by this artist in town (she still works
here at the same place) when I had to cancel (4 weeks in advance) when
I got laid off. Now I have a stable job again, I'd like to get that
work done.

I have emailed her a few weeks back, but not gotten a response. I have
her cell number (given out by the shop in question) and could just
cold-call her, but I'm somewhat of a reticent guy.
