Which is it?

A little of both.  Red has various auspicious meaning in Japanese
culture.  It's also a bright color making it easier to identify on the
screen.

This is also one reason why many anime characters have brightly colored,
hair and wild hairdo's, to help them stand out against the background
characters.

Can I insert a comment here?  Last time I checked, FMA's Edward Elric
wore black, so he doesn't fit the model(though I notice a lot of anime
characters, especially school (older schools?) are also dressed in
black. Now InuYasha, I would have said the red outfit was because it was
Fire fox fur (IIRC).

Ed's long over coat was red with the symbol of the alchemy school he
was taught by (Izumi via Dante) on the back. It's the same coat that
he shredded in front of Rose during the fight with the chimeras in the
first episode. The same coat he wore throughout the series. The
boots pants, jacket, and undershirt he wore were black, his underwear
(boxers) were sometimes white, sometimes light blue. I never noticed
his socks.
