It's a very interesting, and very smart thing to do. Funimation has
finally come to the realization that webcast = TV when it is under
their control. So instead of fans looking for fansubs, the fans can
come to the Funimation website, watch the series, and see all of the
ads - just like TV!

Very interesting indeed, and for the typical fan/viewer/user case, at
least reasonably likely to be successful.

My own question is: how do I download it locally before watching, so
that I have control over the playback and it's not tied to the browser
(or to an adequate-bandwidth connection)?

If they don't allow that (e.g. by making use of an embedded Flash-based
video player and not providing even obfuscated URLs), then I'm not
buying. Note that I haven't checked whether or not this would be
possible; I simply consider it unlikely enough that, if it *is*
possible, I will be pleasantly quite surprised.

It may well be for you. I can download most stuff like that with Safari
on my mac by opening the Activities window, finding the movie file
being downloaded and double clicking on the name so the browser
downloads it like a normal file. I'm sure there's a Windows workaround
as well :)
