No, Usenet is not a public discussion forum because it is privately
owned.

You don't need a "legal right" to tell somebody to do something.
Whether he'll obey you is up to him, of course.

I can't see too
much of a situation which would not only allow Farix to end a poster's
access to his (supposed) copyrighted material, but for him to have the
recourse, additionally to against the poster, to go to the "private
owners" of USENET and demand the person be removed from the private
forum -- just the same as a private forum on a copyrighted website
such as ANN or Animeondvd.com

You really, really should go and read the actual copyright law. That
might lessen how much of a fool you continue to make of yourself every
time you post about copyright matters.
