Of the remaining cast, I'd expect Kame-Senin to be oriental -- classic martial arts master. While obviously in Japan all of the major cast would be (shock!) played by Japanese actors and actresses, the fact is that going by LOOKS, it's hard to shove all or even most of them into a given racial category. Bulma and her father always struck me as rather American in their approach and outlook. 18-San, well, she's got what appear to be emphasized Oriental eyes, but blonde hair, so that makes it tough. Yamucha ... Wolf of the Desert ... I'd see a middle-Easternish look to him, maybe get him played by the same guy who played the leader of the Medjai in The Mummy films. Kuririn I would think of as Oriental, but then the most famous martial-arts monk in America for the longest time was Kwai Chang Caine, played by the decidedly not Oriental David Carradine. Same goes for Tenshinhan.

some anime/manga series with no Japanese people in them that Hollywood _theoretically_ could adapt accurately?

Gunsmith Cats
Fullmetal Alchemist

Roy Mustang is half-Easterner and it's indicated he shows that heritage pretty clearly. The Prince and Princess from the same country make significant showings at various points.
