I would imagine that the small group of surviving Bounto simply flew under
the radar. There weren't many of them, and they don't seem to have "fed"
terribly often (at least before they started getting delusions of grandeur),
and since shinigami can't detect a Bounto's reiatsu, the
shinigami-in-residence wouldn't know they were there, so the souls they took
(if they were noticed at all) would probably be assumed to have been eaten
by low-power Hollows. Remember, the Soul Society powers-that-be did their
level best to hush up the fact that the Bounto had been created at all, so
the average shinigami didn't even know the Bounto existed.
Agreed. The few surviving Blounts were not a threat to the balance of the
universe. Most of the Shinigami did not even know about them. It was only
when Kariya put his plan for vengeance in motion that they, once again,
became a threat.
