The Bount were persecuted in the land of the living because they were
different and powerful. The Shinigami were after them because the Central
Chamber of the 46, Soul Society's governing body, determined that they
posed a threat to the balance of souls. The souls of dead people, in the
Bleach cosmology, are supposed to be reborn in Soul Society (or Hell for
the really bad ones). The Blounts, by consuming the souls, prevented their
transmigration.
