That speed isn't as impressive as you think if the range is beyond
point blank. Reaction time is key, if your target is not moving
fluidly, and that time can be eternity in those situations.

You're looking at this from the wrong perspective. The performance of
the opponents in Noir are actually probably more accurately portrayed
than the girls'. It's Kirika and Mireille's marksmanship that you
should be incredulous over.
I also add the following.
It is fairly difficult to consistently hit an 8 inch target from 25 yards
with a pistol IF you take the time to aim carefully for 5 seconds. It
is incredibly difficult to hit that same target at same range in a fraction
of a second to aim. One of the reaons is that the short barrel makes
gauging the deflection of the pistol difficult to judge in such a short
time. The low weight of the pistol also works against keeping it steady,
and again only a small quiver (say, pulling the trigger) will send a
bullet off by inches.
Tactical police teams exert themselves a lot to train for these kinds
of scenarios, but even they have difficulties hitting stationary targets.
Of the little I've seen, they don't bother with moving targets specifically
because there's so little percentage in it.
Police officers involved in shootings often expend several rounds before
hitting an inexperienced assailant, and often more than one officer's
shots are required to bring the individual down.
So I had no problems with the lack of hits by the hitmen in Noir.
On the otherhand, Kirika and Mireille's shots:kill ratios were
pretty implausible, which is what makes them so cool.
