My somewhat informed opinion is that any chloramine that is "dumped" into
rivers which then flow into the ocean is diluted SO much that it becomes
negligible to the fish. Also, although chloramines do not degrade as quickly
as free chlorine, they do degrade and thus are not building up and up in the
oceans. This is not true of some other chemicals, however.
