I tried to keep them many years ago.
They do not swim well, so you need to keep the water fairly still. Unfortunately, other things in the tank usually require that water be circulating. That's one problem you'll have to solve.
They need branchy stuff to hang on to. Dead coral is too rough for this - it will work, but they don't like it. They usually hang onto things like kelp in the wild. Some people anchor tree twigs in the tank to handle this.
In a non-reef tank, they are very hard to feed. Sometimes you can get one to take live brine shrimp, but they really prefer smaller stuff. Mandarin Gobies have the same sort of eating habits - if you can keep a Mandarin healthy, you probably won't have problems feeding seahorses. A reef tank is more likely to provide food for them.
