I think so. 35 years ago or so, I bought an ozone pump which I
connected to the return tube of a HOTB power filter. It may be that
the water was over saturated, but I could see visible bubbles in the
eyes, gills, and skin. The second time I pumped the ozone through a
wood airstone (real fine bubbles) - fish started gasping at the
surface, so that didn't work eather.

If you build something that passes the ozone through the water, before
the water is pumped into the tank, the ozone would not be free in the
water, but like a UV sterilizer, would still keep the water bacteria
free. Ozonated water provides aid to flocculation (binds nitrite and
organic laden compounds = DOCs), so they can be traped by filter media,
instead of passing through it...
