FA: WWII Japanese Naval Rank Insignia

WWII Japanese Naval Rank Insignia
This WWII Japanese Naval Rank Insignia is in excellent condition. It
measures 2 inches x 3 inches. It is black cloth material having 3 gold bars
at the top and a gold naval anchor surrounded by a laurel wreath on the
lower half. I do not know what rank this is and whether it is officer or
enlisted. It is in excellent condition with no tears, wear, holes, stains,
or any other damage.
