I don't consider X.ZIP “ broken ” if it
fails to kill attribution lines now and then.
But, you made a point, a line is now considered “ quoted ”
if it begins with '>', '<' or '[' ( first character only ).
A test, of course, would be Peter Ross' <Drivel> post:

This screenShot shows that the attribution lines were killed;
after muffling the block of >quoted lines, only “ <Drivel> ” remains:

Lines like “ >> > - Hide quoted ” and “ > > - Rādīt citēto tekstu - ”
are discardable blanks ( Gogole's "> - " is the primary trigger ).
A good example is the “ Rādīt citēto tekstu ” in Eric Gisse's post:

After X.ZIP kills the attribution lines,
