Exactly. Included with all my OS's. I tend to forget
you guys have to go looking for stuff. ;-)

In Debian-based distributions, caesar is included in the
BSD games package.
In FreeBSD, it's part of the FreeBSD games package.

snippet of the (Linux) man page:

SYNOPSIS
caesar [rotation]

DESCRIPTION
The caesar utility attempts to decrypt caesar ciphers using English
letter frequency statistics. caesar reads from the standard input
and writes to the standard output.

The optional numerical argument rotation may be used to specify a
specific rotation value.
