No. "Ba fa Nap" and a flick of other parts of the body. It might have
been "Va fa Nap" (maybe they do as in Spanish, spell it with a V but
pronounce it [sort of]like a B, or maybe I just didn't sort out that
phoneme properly).
Maybe the people who said that in my presence weren't Neapolitans. Or
any other kind of ice cream, for that matter.
The other saying is /Vedi Napoli e poi morire/.
I've heard that in other languages about other places. I'd prefer to
live, anyway.

All I can get from that (too lazy to look it up anywhere, it's quitting
time here) is some pun-like construction meaning "I am pigs that roam"
- but what do I know?
I'm at risk here by giving actual information, but it is Mostly
Harmless anyway.
The Romans would put SPQR on public structures in Rome, in
Brindisi (the other end of the Apian Way) it would be SPQB. This
stood for something like Dept. of Public Works, or look what the
Senate is doing for you.
Howsomeever, it is often expanded to Sono Porci Qui <insert city
here> meaning They're all Pigs Here in <that same city>.
