IIRC, even though you can change maintenance (storage) settings in OE,
can backup OE and restore, can copy messages from groups to folders
within OE, can save messages to outside of OE, the one thing OE can't
do or handle is if group(s) need to be reset for whatever reason
(unsubscribe and resubscribe), then you lose all in the group(s).

I doubt any other newsreader will suit because you don't want to
change a setting, even though it may only ever need changing the once,
there are other news clients - offline newsreaders that will do what
you've described, but not out of the box without changing settings.

For example only: Dialog can be set to "never" auto purge group(s);
can manually compact and get a copy of the old data; can use "Keep" on
messages in groups so can't delete messages or group(s) purged; can
copy/move messages to folders (or groups) within Dialog; can save
messages to mbox file(s) outside of Dialog; can [re]import from mbox
files; don't need to reset groups by unsubscribing and resubscribing;
keeps all its files and settings in the one directory so can be
'portable', easily backed up, as well as copied/moved from system to
system and different Windows OS; after moving from one system/OS to
another can then (optionally) reinstall over the top so the OS knows
about it and (optionally) set it as default newsreader.

Have a look at offline newsreaders or newsreaders with offline
capabilities like: Agent, Dialog, Gravity, Pan, XanaNews, XPN.
IME, the first two are good at being able to store messages for years.

The messages simply don't exist in a manner that explorer can find.
