The first thing to do is to download and use the latest version
of Xnews. Your version is quite old by now. The "TEST" version
is stable and is not beta. Luu Tran has his own naming
Installing the latest version is as simple as unzipping the
executable into your Xnews directory. If you rename the current
xnews.exe you will be able to revert to it very easily.
Then make careful observations of what happens and report back
here with that data along with what you wanted to happen.

I downloaded and ran the "TEST" version, as suggested. This enabled me
to view only a fraction of the full number of articles (400K-plus). So
I did a Refresh Headers Special which provided the whole list. I ended
the session and the headers were saved, or so I was informed. I then
started a fresh session but again was only able to view the same limited
range of headers. I had hoped to see the full range.
