"Can't create new socket" [xnews]

Xnews, and all other programs requiring an internet connection, have suddenly
stopped working on my main computer, i am posting from a wireless laptop
using the same connection.
Xnews pops up the error box "Can't create new socket" when I run it.
Not a router issue as I have tried bypassing the router with the same
results.
My local area connection is yellow flagged and has 'limited or no
conectivity'.
It says "you might not be able to access the internet or some network
resources. this problem occured because the network did not assign a network
address to the computer'.
Anyone know how to go about diagnosing something like this ?
I know this is not a newsreader issue, I thought maybe some of you techs here
could help, XP newsgroups are filled with trolls and are all but useless.
