which charges only 10 Euros a year <http://www.individual.net/>.
Datemas.de is a well-established free service <http://news.datemas.de/> -
their filtering out of garbage is rather less efficient than that achieved
by Individual.net.
You do not need an ISP account to use any news-reader, as far as I'm
aware; just an internet connection and an account with a News Service
Provider (NSP).
