To the creator of Xnews: Fix the chartset

There is a gigantic bug in Xnews that needs to be fixed, i was
actually hoping that this would had been fixed in the 2006 version, but no.
Its the chartset that needs to be fixed propperly. What you get from
europeans are mostly unreadable subjects and bodys because Xnews
does not support ISO-8859-1.

This problem needs to be worked out before the 2006 version of Xnews
reaches Final version.
