Not necessarily - take a look in your Xnews directory if there's a
copy of riched32.dll in there - if it is, it'll be used instead of the
one in Windows\System32 (if it isn't, check the directory set in Start
In property of the shortcut).

Ah! Important information finally trickles out. It's *not* always just in
[whatever that Win directory was in which we were instructed to look],
then.
