I dunno. It works for me. Obviously, if you don't have telnet or
Pan set up to use SSL, it won't work, but I can't think of another
reason. Here's what I get when I telnet there:

< 200 secnews.netscape.com Netscape-Collabra/3.52 03615 NNRP ready (posting ok).
group netscape.test
< 211 46 22423 28656 netscape.test

Then I did an XOVER, a couple of ARTICLEs and HEADs, but I don't think
you want to read the output.
