I think the real citing vs. snip issue has to do with little troll
tricks and small to large flame-wars where people edit quoted material
in order to make a poster look bad. One can do that with judicious
snipping, also. In that case, one can be diligent about their snipping
in order to show that the words quoted are genuine and not post-edited.

There's no reason, in my mind, to be meticulous about reporting snips.
The point is to communicate clearly (if that is ones goal :) and making
"proper" use of quoted material helps the cause given the way USENET
messages propagate. I probably snip too little but it takes time to
really do it well and I don't want to over-edit what someone else wrote.

FWIW, I sometimes indicate the snipping and sometimes don't. If I'm
deleting a large amount of contiguous text, I usually don't indicate the
snippage, for the reasons Mike has given. If I'm quoting a paragraph
where I have deleted several individual phrases or sentences but
otherwise left the paragraph in, I indicate those deletions with "[...]"
to make it clear that I have actually edited the paragraph, with the
attend risk of having changed the meaning.
