xnews downloads fast then slow... why?

Started using xnews a few weeks ago, it seemed that all the retrievals were
very VERY fast. Occasionally I'd notice one file in a group would slow
down, then it would speed up again. Then the other day, everything slowed
way down, the speed indicator on the bottom reads 8000 b/s or so. If I kill
the connection and reconnect, it will usually go super fast for one
download, then slow back down again. I'm using DSL... any ideas?
