I'm not saying the hacking was right. It wasn't. It was illegal. But it does bring about some serious questions for me about whether she used the email account on "state time" as was reported in some accounts. I'm not saying she did. I honestly don't know. She may have just been chit-chatting on via her home internet connection, which then becomes a non-issue. But in Alaska (as it is in most state governments), employees/appointee, and elected officials are absolutely forbidden to use private email accounts via the state internet connection on "state time". The rule regarding state email and internet usage may sound petty. But there's more to the situation than just keeping employees from goofing off on "state time". Although during my time in state government {other state--not Alaska} the amount and type of Internet goofing off was monumentally surprising to me. Everything from several hours a day viewing porn to day trading to bulletin boards to you-name-it occurred on state internet connections. There were some serious reasons to implement a change in policies. But the administrative code on the subject also has to do with state records retention and the right to public record requests. The state needs to show a chain of communication in all of it's decision making (budgetary, administrative, etc.) and the public has a right to request and view that information. All correspondence (emails included) done either on "state time" or about "state business" are considered "public record". So if there was even as much as a whisper about "state business" on her private email account, that email account should have then became "public record" in its entirety--not via hacking, though.
